ФЗ-152 on personal data is the cornerstone — it requires that personal data of Russian citizens be stored on servers located within Russia, mandates explicit consent for data processing, and grants data subjects the right to access, correct, and delete their information. ФЗ-54 on cash registers requires online stores to integrate with online cash register systems (OFD) for automatic fiscal receipt generation and transmission to the Federal Tax Service. ФЗ-149 on information technology regulates the blocking of prohibited content and data retention requirements for telecom operators. For government projects, FSTEC orders (No. 17, No. 21) establish information protection requirements. Certified cryptographic tools (КриптоПро, ViPNet) are mandatory for electronic signatures in government and financial contexts. Software for government use should ideally be listed in the Russian Software Registry.
